Chamber of Commerce of Yilong Economic Development Zone Officially Established
On July 20, 2018, the inaugural meeting of the Chamber of Commerce of Yilong Economic Development Zone was held in the multi-functional conference hall on the second floor of Lingdi Hotel in Yilong County. Guo Zonghai, Deputy Secretary of the County Party Committee and County Magistrate of the People's Government of Yilong County, and Mai Shengxue, Vice Chairman of the County Committee of the Chinese People's Political Consultative Conference (CPPCC), attended the meeting. Responsible persons of county-level departments including the General Office of the County Government, Organization Department, United Front Work Department, Federation of Industry and Commerce, and Administrative Committee of the Economic Development Zone, as well as responsible persons of some banking and insurance institutions and over 60 non-public-owned enterprises in the economic development zone, also participated in the meeting. Zhu Ming, Vice County Magistrate, presided over the meeting.
At the first general meeting of members of the Chamber of Commerce of Yilong Economic Development Zone held earlier, the Charter and Measures for the Collection and Administration of Membership Dues of the chamber were adopted by vote. Members of the first Council and the Board of Supervisors of the chamber were elected, and the first session of the first Council and the Board of Supervisors was convened, at which the leading bodies of the two institutions were elected. Sheng Dengwen, General Manager of Nanchong Jiuzhoutong Pharmaceutical Co., Ltd., was elected as the first president of the chamber.
At the inaugural meeting, He Yifan, Deputy Director of the United Front Work Department of the County Party Committee and Secretary of the Party Leadership Group of the County Federation of Industry and Commerce, read out the election results of the first general meeting of members and the first session of the first Council and Board of Supervisors of the chamber. Xu Erfu, Chairman of the County Federation of Industry and Commerce and President of the General Chamber of Commerce, delivered a speech at the meeting. He hoped that the newly established chamber of commerce of the economic development zone would put service at the top of its work agenda: serve the government and act as a good bridge and assistant; serve its members to enable their healthy development; and serve the society to build a good public image.
Guo Zonghai personally presented the plaque and official seal to the Chamber of Commerce of Yilong Economic Development Zone. The attending leaders also presented plaques to the president unit, chairman of the board of supervisors unit, executive vice president units, vice president units, vice chairman of the board of supervisors unit, secretary-general unit, deputy secretary-general units, as well as the director units and supervisor units of the chamber respectively.
Sheng Dengwen, the newly elected president, made a commitment at the meeting: In its future work, the chamber will take a clear-cut stand on political issues, uphold loyalty and integrity while fulfilling its responsibilities, pursue solidarity for mutual benefit and win-win results, and give back to society with a spirit of dedication. It will improve its management mechanism, adhere to the service tenet, fully play its role as a bridge and link, and make new contributions to the healthy economic and social development of the whole county.
Guo Zonghai delivered an important speech at the inaugural meeting. He pointed out that innovation is the fundamental factor determining the survival of enterprises. Innovation requires a combination of "wisdom, courage and action", including talent cultivation, the courage to employ talented people and the provision of favorable conditions for them. Enterprises should strengthen learning and training through the approach of "bringing in experts and going out for exchanges": organize the management and staff of enterprises in the economic development zone to go out, visit experts and professors, tour universities and research institutions, and participate in activities of top industrial societies and associations, so as to cultivate a group of professional talents in various fields and thus promote the healthy and rapid development of enterprises. Courage and action are closely related to entrepreneurs' strength, vision and breadth of mind. If enterprises want to turn the tide and achieve a thorough transformation, they must take immediate action, instead of being hesitant, timid or overcautious. The current initiative of Yilong County to build a "Training Headquarters" for skilled talents and the steady advancement of the "Shuaixiang Talent Program" are aimed at transforming human resources into advantages for economic development.
Guo Zonghai emphasized that cooperation is an essential requirement for the work of the chamber of commerce. Enterprises must unite to expand their development, for cooperation leads to success while division results in failure. At present, in attracting investment, the county has proposed three transformations: "from attracting a single enterprise to attracting an entire industry, from enterprises operating alone to integrating production, education and research, and from enterprises developing or declining on their own to the integrated development of government and enterprises". Therefore, all non-public-owned enterprises should achieve sincere solidarity in spirit, foster the spirit of sacrifice and service awareness, and strengthen cooperation in production and operation; achieve sincere solidarity in operation and management, vigorously develop upstream and downstream enterprises, continuously increase the use of intelligent equipment, form a complete industrial chain, and improve enterprises' risk resistance capacity; and achieve sincere solidarity in intellectual resources, strengthen staff training, boldly introduce a group of young talented people, increase the cultivation and employment of talents, and promote the scientific, sound and rapid development of enterprises. The current development requirement of Yilong is to let young people working and living here experience a life similar to that in big cities and enable them to become a fresh driving force for the county's development. He stated that the establishment of the Chamber of Commerce of Yilong Economic Development Zone is of great practical significance and far-reaching historical significance. Its most important purpose is to organize enterprises in the development zone to unite for development, face challenges together, and create a sound atmosphere where entrepreneurs gather to discuss major development plans, thus promoting the leaping development of the industrial and commercial economy of the county.
Guo Zonghai expressed his hope that the newly established Chamber of Commerce of Yilong Economic Development Zone would serve its members and regional development, truly become a platform for private entrepreneurs in the economic development zone to communicate, interact, cooperate and achieve win-win results, and develop into a vibrant and united chamber, as well as a chamber where enterprises carry out sincere cooperation, unite for development and share a win-win future. He required all county-level departments to strengthen coordination, communication and services with enterprises, strive to improve administrative efficiency, better solve the worries of enterprises for their development, endeavor to create a sound investment environment, ensure the healthy and rapid economic development of the whole county, and accelerate the pace of building Yilong into a strong economic county among the old revolutionary base areas.
